the President and CEO of TTI (TAJ Technologies, Inc.) providing solutions and services to private clients and
federal government agencies.
A rare blend of strategic foresight and people-centered leadership, Sam guides the organization with clarity,
inclusiveness, and a strong commitment to innovation. He is known for empowering teams, encouraging open
dialogue, and fostering a culture where ideas thrive and talent grows.
Under his leadership, the company delivers cutting-edge technologies and mission-critical solutions to federal

Mary Elbarbary, with her extensive experience and deep expertise in human resources, people development, and
organizational culture, serves as our Chief of People & Operations. She is a strategic and people-centered leader
who plays a pivotal role in shaping the organization’s talent strategy, culture, and operational excellence.
As a trusted partner to the CEO and executive team, Mary drives long-term workforce planning, organizational
design, and change management initiatives that support the company’s mission and sustained growth. She oversees
the full HR spectrum—including talent acquisition, leadership development, DEIB, employee relations, total
rewards, HR operations, and compliance—ensuring the organization attracts, develops, and retains exceptional
talent.
With an unwavering commitment to culture, Mary champions an inclusive and engaging workplace grounded in
transparency, fairness, and continuous improvement. She enhances operational efficiency through scalable HR
processes, strong policy governance, and close collaboration with Finance on compensation, benefits, and
workforce budgeting. As a mentor and team builder, Mary cultivates a high-performing HR function that delivers
strategic value, drives organizational transformation, and aligns people programs with the evolving needs of the
